Dr. Arkan received his primary medical degree (MBCHB) in the year 1997 from the College of Medicine, University of Mosul. He later acquired higher specialty in Anesthesia and Critical Care from Jordan University with Jordanian board in Anesthesia and Critical Care and Jordan Medical Council in 2005. He achieved Arab board in Anesthesia and critical care in 2006. He worked as a Specialist at the Jordan University Hospital. He was head of the anesthesia and critical care at Mosul Center for Cardiac Surgery in Iraq. He was a lecturer in Anesthesia and Critical Care at Mosul College of Medicine.
He has experience in Cardiac Anesthesia and Critical Care and also for all other surgical specialties. He was Head of anesthesia & critical care at Azadi Heart Center in Duhok-Iraq. He has expertise and experience in Transesophageal Echocardiography (TEE), Thoracic and Lumbar epidural anesthesia, Management of labour pain using epidural analgesia. He has attended several national and international conferences in Jordan and Iraq. He has attended training courses in the German Heart Institute Berlin (Deutches Herzentrum Berlin) and also in Jordan, Iraq, Lebanon and Turkey.
